Can a normal person climb Annapurna Base Camp?

Yes. A healthy person with normal fitness can trek to Annapurna Base Camp. The trip is a trek, not a climb of Annapurna I.

ABC sits at 4,130 m. Annapurna I rises to 8,091 m. The normal ABC route does not need technical climbing skills. You do need good walking fitness and strong legs. Expect long climbs, descents, and many stone steps. You also need to walk for several hours on back-to-back days.

Train with hills, stairs, and longer walks before Nepal. A light daypack during training also helps. Fitness does not stop altitude sickness. The CDC says training level does not predict who gets it.

Take time to adjust as you climb. Do not keep going higher if altitude symptoms get worse. Good pacing matters more than trying to prove how fit you are.
